H.E. Honourable Osman Abukar Dubbe the Minister for Information Culture & Tourism of the federal government of Somalia.

Honourable Osman Abukar Dubbe is the current Minister for Information Culture & Tourism of The Federal Republic of Somalia since 21st Oct, 2020.

Prof. Osman Abukar Dubbe was born in the early 1970s in Shan-Shacadde area of Burco district in Togdheer region. He completed his primary and secondary education at the 1st of May in Kassa-Bobolaare schools in Hodan district of Mogadishu.

In 1990 he attended Halane Training School and later became a teacher at Hawl-Wadaag High School in Mogadishu.

in the late 1990s he joined the Somali National University, specifically the Faculty of Medicine, but due to the civil war he was unable to start the course.

Throughout the 1990s, Osman Dubbe was a journalist and editor for newspapers published by the Somaliland administration.

In October 1998 he attended Tower Hamlets College, London. He graduated from the Institute in July 2000 with a Diploma in Social Science. In June 2003, he graduated from Westminster University with a degree in Political Science.

2003-2005 Prof. Dubbe published a magazine in London called Ocean Somali Voice in both English and Somali. He also worked in Community Work, and as a legal consultant, particularly in immigration matters and has also assisted in major research at LSE UK.

In September 2006 he received his Master of Law (LLM Law) degree from the University of East London.

At the beginning of 2008, Osman Abukar was once again one of the founders of the HANOOLAATO Party, which aims to unite and restore the great nation of Somalia and became the first leader of the HANOOLAATO party.

From December 2011 to December 2015, IOM recruited Prof. Osman to be an expert in the Ministries of the country assisting in drafting laws and training staff. In particular, the Ministry of Justice and the Constitution during the tenure. Prof. Dubbe has written on a number of laws passed by the Federal Parliament of Somalia.

Prof. Osman Abukar Dubbe was a university lecturer from 2012 to 2018, and became the Dean of the Faculty of Social and Political Science at Golis University.
